Not really, before it was part of another site ppgfans.com it was known as ppgfans after midnighjt or am.ppgfans.com, and before that it was just a section from their older forum, until the owner @Bubstar decided to separate the two parts in two different sites and I think that was the best decision.

Well they renew it right now, the site was actually down for a long time because of server problems and seems they've finally resolve them and they work on the reboot.
